Notice: EU Customs & Import Duty Changes for 2026

€3 Duty since July 1 · New €2 Handling Fee from November 1, 2026

Dear valued Collectable Voyage customers,

Thank you, as always, for your continued trust and support from around the world.

Since July 1, 2026, the European Union has changed how customs duty is charged on parcels shipped from outside the EU. A second change has now been officially confirmed: from November 1, 2026, an additional EU handling fee will apply. If you live in the EU or are ordering for delivery to an EU country, please review the details below so your order arrives without any surprises.

⚡ What's new in this update (October 2026)

  • The €2 EU handling fee is confirmed and starts on November 1, 2026 (Commission Delegated Regulation (EU) 2026/2152).
  • It is charged per product type in your parcel — not once per parcel — just like the €3 duty.
  • VAT is also charged on the fee itself.
  • The fee is non-refundable, including when a parcel is refused or returned.
  • New product-data rules for EU-bound parcels also take effect on November 1 — we have prepared for this on our side (see section 3).

1. Key Changes at a Glance

Period What applies to orders of €150 or less
Until June 30, 2026 No customs duty (import VAT only)
July 1 – October 31, 2026 €3 customs duty per product type + import VAT
From November 1, 2026 €3 customs duty + €2 handling fee per product type (up to €5) + VAT
  • End of the €150 duty-free threshold: Low-value shipments under €150 used to be exempt from customs duty. Since July 1, 2026, duty applies regardless of value.
  • €3 flat duty per product type: For personal (B2C) orders valued at €150 or less, a flat €3 duty applies to each distinct product type (customs tariff line) in the parcel. This is a temporary EU measure scheduled to run until July 2028. Orders above €150 are charged duty at the EU's normal tariff rates.
  • €2 handling fee per product type (new, from Nov 1): The EU introduced this fee to cover the cost of additional customs checks on e-commerce parcels. It is added on top of the duty, and VAT is applied to it as well.

2. What This Means for Your Order — Examples

Items of the same type are counted once. For example, several booster boxes and single cards from the same trading card game usually fall under the same tariff line, while a trading card product and a plastic model kit (e.g., Gunpla) are different product types.

Example order (under €150) Types Duty (€3) Fee (€2) Total before VAT
2 Pokémon TCG booster boxes 1 €3 €2 €5
5 Nivel Arena single cards + 1 booster box 1 €3 €2 €5
1 booster box + 1 HG Gunpla kit 2 €6 €4 €10

Examples are for guidance only. Final classification and charges are determined by your local customs authority, and import VAT is charged in addition at your country's rate.

💡 Collector tip: Combining items of the same type into one order is the most cost-effective way to ship to the EU, since the per-type charges are applied only once.

3. What We're Doing on Our Side

  • Accurate customs data: From November 1, 2026, the EU requires detailed product identifiers (such as SKU and manufacturer codes) on every B2C customs declaration. We include this information on all EU-bound shipments to help your parcel clear customs smoothly.
  • Correct classification: We declare each item under the appropriate tariff line so you are not charged for more product types than necessary.
  • Working with our logistics partners: We continue to work closely with our carriers to keep EU delivery as fast and predictable as possible.

4. Important Notes for Customers

  • Duties, fees & VAT are the recipient's responsibility: Any customs duty, handling fee and VAT assessed by your local customs authority is, as a rule, payable by the recipient upon delivery.
  • Carrier charges may also apply: Depending on the carrier and your country, a separate carrier clearance/handling charge may be added. Some EU countries may also apply their own national charges on low-value parcels.
  • Possible clearance delays: Because more parcels are now subject to inspection and assessment, customs clearance for EU-bound shipments may take a few days longer than usual.
  • Refused parcels / declined delivery: The EU handling fee is non-refundable, including for refused or returned parcels. If a parcel is returned because the assessed charges are refused, any refund may be issued after deducting round-trip international shipping and any local disposal costs. We kindly ask you to consider this before ordering.

Frequently Asked Questions

Q. Is the €2 handling fee charged once per parcel?

No. Like the €3 duty, it is charged per distinct product type (tariff line) in your parcel.

Q. When does the new fee start?

November 1, 2026. Parcels cleared by EU customs on or after this date are subject to it, so orders shipped in late October may also be affected depending on transit time.

Q. My order is over €150. Does any of this apply?

Orders above €150 are charged customs duty at the EU's standard tariff rates instead of the flat €3, plus import VAT. The handling fee may also apply.

Q. Is the €3 duty permanent?

No. It is a temporary EU measure scheduled to remain in place until July 2028, when the EU's permanent customs system for e-commerce is expected to take over.
